THE SEVENTEENTH ANNUAL MEETING OF THE ASIA PACIFIC
PARLIAMENTARY FORUM
Recognizing
that climate change and environmental problems are global and
potentially the most severe challenge for all humankind;
Recalling
resolutions which were related to
these problems and adopted in the past annual meetings of the APPF;
Welcoming
the endeavors of the international
community through such forums as the G8 Hokkaido Toyako Summit, COP9
of the Convention on Biodiversity, 5th Meeting of the
Asian Cooperation Dialogue, Asia-Pacific Partnership on Clean
Development and Climate change, Leaders Meeting of Major Economies
on Energy Security and Climate Change, and the 14th
Session of the Conference of Parties (COP) to the United Nations
Framework Convention on Climate Change (UNFCCC);
Noting
our Asia-Pacific countries’
determination to make efforts for the resolution of these serious
and urgent problems which international community should deal with;
Resolves to:
1.
that the 17th Annual Meeting of the APPF call upon
the member countries of APPF to support the agreement of G8 Hokkaido
Toyako Summit which seeks ‘to share with all Parties to the UNFCCC
the vision of, and consider and adopt in the UNFCCC negotiations,
the goal of achieving at least 50% reduction of global emissions by
2050;
2.
that APPF member countries respect the outcome of the COP13
held in Bali last year, welcome the outcome of the COP14 this year,
and continue to cooperate in establishing an effective post-2012
international framework in which all major economic participates in
a responsible manner;
3.
that APPF member countries share the recognition that
sectoral approaches are useful tools for setting fair national
emission reduction targets of developed countries and enabling
emission reductions in a manner compatible with economic growth
through promoting technology transfer to developing countries;
4. that the 17th Annual
Meeting of the APPF call upon the member countries to work together
towards strengthening the ability for adaptation to climate change,
including disaster risk reduction, of developing countries, in
particular least developed countries (LDCs) and small island
developing states most vulnerable to the adverse impacts of climate
change;
5. that the 17th
Annual Meeting of the APPF call upon the member countries to
recognize the critical role of technology to respond to climate
change and the need for technological breakthroughs and to cooperate
among member countries in dissemination of existing technologies and
development, deployment and transfer of innovative technologies;
6. that the 17th
Annual Meeting of the APPF call upon the member
countries of the APPF recognize to that actions to reduce
emissions, including from deforestation and forest degradation, and
to increase removals by sinks in the land use, land use change and
forestry can make contribution to stabilizing GHGs in the atmosphere
and to undertake forest conservation, reforestation and
afforestation actively, and promote a co-benefits approach that will
lead toreducing greenhouse gas emissions and conservation and
sustainable use of biodiversity as well;
7. that the 17th
Annual Meeting of the APPF call upon the member countries of APPF to
increase efforts for a significant reduction of the current rate of
biodiversity loss, and express reinforcement of cooperation toward
Convention on Biodiversity COP10 and Cartagena Protocol COP/MOP5 to
be held in Nagoya, Aichi, Japan in 2010;
8. that the 17th
Annual Meeting of the APPF call upon the member countries of APPF
regional cooperation towards solving environmental issues such as
cross border air pollution, deterioration of marine environment and
water contamination;
9. that the 17th
Annual Meeting of the APPF emphasize the importance of Education for
Sustainable Development (ESD) in tackling environmental issues to
the member countries of APPF;
10. that APPF member countries
promote to build sound material-cycle societies through 3 R (Reduce,
Reuse, Recycle) Initiative.
