THE SEVENTEENTH ANNUAL MEETING OF THE ASIA PACIFIC
PARLIAMENTARY FORUM
Taking into account
that the “Cebu Declaration on East Asian Energy Security”, has been
deemed the most important tangible result obtained to date in the
East Asian summits process;
Considering
that the Asia-Pacific region is strongly dependent on coal, oil,
natural gas, which means its greenhouse gas emissions are very high
and that its dependence in relation to energy imports has increased,
especially those originated outside the region;
Concerned
because the region has assumed increment of two-thirds of the
worldwide oil consumption; that its natural gas consumption has
increased 160%, while world consumption of this fuel has increased
40%;
Considering
that if current tendencies continue, the joint proportion of fossil
fuels in the total consumption of commercial energy in the
Asia-Pacific region would be very similar in 2030 to the current
one, approximately 90%;
Taking into
consideration
that it is necessary to improve the investment environment in the
energy sector to promote energy efficiency and saving; diversify
energy sources; and guarantee the physical security of critical
energy infrastructure;
Considering
that dependency is causing serious problems in terms of energy
supply and efficiency and that this situation has also created
considerable political and diplomatic complications;
Recognizing
the good will of the Russian
Federation in the Asia-Pacific Economic Cooperation Forum held in
Lima, Peru to contribute to the creation of an energy supply system
in the Asia-Pacific region that would afford energy-resource
consumers to diversify the geography of importations and guarantee
stable and uninterrupted supply of oil and gas;
Considering
that in order to increase the supply of energy from renewable
sources, new and ambitious objectives must be established also in
the heating-cooling sector;
Taking into account the
India-ASEAN free trade agreement and wishing this agreement would
lead to greater economic growth, strengthens regional political
relations and functions as the base for southeastern Asia energy
security;
Resolves to:
1.
Call upon
APPF member countries to reduce dependency in regard to fossil fuels
through the development of alternative energy so the region can
diversify its energy sources and reduce its carbon dioxide
emissions;
2.
Guarantee
a stable energy supply, especially in countries that have seen their
dependency grow in relation to imports, through the development of
regional infrastructures or the creation of strategic oil reserves
in the Asia-Pacific region;
3.
Promote
energy and economic integration in the Asia-Pacific region;
4.
Exhort
APPF members to offer incentives to their operators for investing in
fuels that provide a more balanced mix of them, thus reducing energy
costs;
5.
Encourage
public and private initiatives for researching biomass, all
renewable energy sources and carbon gasification technology to
reduce polluting emissions and create a world market for affected
power stations;
6.
Urge
APPF members to develop coordinated efforts for the implantation of
new energy policies oriented toward supply security, which would
need to consider geographic, economic, regional, climatic and
structural characteristics of the Asia-Pacific countries;
7.
Exhort
Parliamentarians to adopt measures oriented toward the
diversification of energy supply using both traditional and
renewable sources;
8.
Promote
among Parliaments the need to make energy supply diversity a main
political objective.
