THE SEVENTEENTH ANNUAL MEETING OF THE ASIA PACIFIC
PARLIAMENTARY FORUM
Convinced
of the need to fight, by all means, and according to the United
Nations Chart, against threats against international peace and
security represented by acts of terrorism;
Deeply concerned
by the increase, in several world regions and especially in the
Asia-Pacific region, of acts of terrorism motivated by intolerance
or extremism;
Recognizing
the need for the States to complement international cooperation by
adopting other measures to prevent and quell in their territories,
by all legal means, the financing and preparation of these acts of
terrorism;
Firmly condemning
all acts of terrorism such as those manifested abominably in the
attempts occurred in Mumbai, India;
Resolves to:
1.
Call upon
the States to work urgently to prevent and quell acts of terrorism,
in particular by increasing cooperation between parliaments and
governments and fully complying with pertinent international
agreements against terrorism;
2.
Find
the means to intensify and speed up the exchange of operational
information, especially in relation to activities and movements of
individual terrorists or terrorist networks; travel documents
illegally altered or forged; trafficking of arms, explosives or
dangerous materials; the use of communication technologies by
terrorist groups and the threat represented by the possession of
weapons of mass destruction by terrorist groups;
3.
Exchange
information in accordance with international law and internal
legislation and cooperate in administrative and judicial spheres to
prevent the commission of acts of terrorism;
4.
Cooperate,
particularly through bilateral and multilateral agreements and
accords to prevent and suppress terrorist attacks and adopt measures
against those that commit these acts;
5.
Adhere
as soon as possible to pertinent international agreements and
protocols related to terrorism, including the International
Agreement for repressing the financing of terrorism of December 9,
1999;
6.
Adopt
the appropriate measures according to pertinent national legislation
and international law, including international norms in matters of
human rights, before issuing refugee status to ensure that the
asylum applicant has not planned or facilitated acts of terrorism or
participated in the commission of such acts.
